Batticaloa gets fully fledged Hospital

Despite the advancement in certain aspects of life in Sri Lanka, it is still a developing nation with insufficient funds to provide appropriate medical and hospital facilities in rural areas.

The foundation supporting a National Trauma Service was established in September 25 in 2011, when a Deed of Trust was signed by Dr. David A Young, Nihal de Run, Nalin Patikirikorale, Indrajith Fernando and Yoland (Bobby) Hansen as Trustees of the Trust in Colombo. It was also granted legal status in Australia with having Governor of Victoria Prof. David de Kretser as its Patron and Dr. Ranjith Hettiarachchi and Abbas Akbarally as Vice Patrons. Nihal de Run was appointed as the Chief Executive Officer with Dr. Greg Hoy as Vice President. The Foundation appointed cricketing legends Muttiah Muralidharan, Kumar Sangakkara, Dav Whatmore and Shane Watson as its Ambassadors. The project was launched with the understanding of the Ministries of Health of Sri Lanka that the entire project cost would be shared by the Foundation and the Government. The project was designed in two phases, the first phase to build the Emergency and Accident Unit that would cost a sum of US$ six million. Of this, the Foundation is funding US$ two million, while the rest would be funded by the Sri Lankan Government's Ministry of Health. The first phase also includes the drawing of blueprints and engineering sketches, while the construction work is scheduled to commence in November 2015, following the appointment of the Central Engineering and Consulting Bureau of Sri Lanka(CECB) on a turnkey basis.

The second phase of the project is to equip the new building with state of the art surgical equipment and machinery, operating theatre, furniture, ward beds, etc.

The Foundation is committed to provide a further donation of US$ 1million in kind, while the rest would be provided by the government.

Explaining as to how the fund raising programme is in process, Foundation's CEO Nihal de Run said they have already raised a sum of US$ 1.6 million, but the Foundation seeks to raise another and is in need of another US$ 400,000 to support the building project.

The fund raising is currently being conducted both locally and internationally. The completion of the project and the handing over of the new building is scheduled for end 2017.

Leading Corporations such as Sri Lanka Telecom, the Asiri Group of Hospitals, John Keells Group, Baurs, Phoenix, Tokyo Cement Company (Lanka) Ltd., Penguin, Brandix and the Melbourne Orthopedic Group have already funded the project to date. There have also been some very large donations made by prominent individuals in Australia and Sri Lanka.

Construction of this Trauma Unit would assist people who are badly injured in motor vehicle accidents, industrial and domestic accidents, burns, bites and vision impairment and injuries lingering post tsunami. The growing tourist industry in the Eastern Province also calls for treatment to be available to tourists who are injured during recreational incidents. BEAP’s mission is to empower doctors in Sri Lankan Teaching Hospitals to improve health care services, by providing them with medical resources, training and support to build the necessary infrastructure within their teaching hospitals and to extend the National Trauma Service from Karapitiya to Batticaloa and beyond.

The Rotary Club of Strathmore, Victoria, Australia has adopted the project BEAP as their international project and they have linked with the Rotary Club of Colombo East and the Rotary Club of Batticaloa, to help with the project. The estimated building cost would be Rs. 820 million (approximately US$ 6.3 million) and the fit-out and equipment cost is estimated at Rs. 260 million (approximately US$2 million ).

இலங்கையின் கிழக்கு மாகாணத்திலுள்ள மட்டக்களப்பு மாவட்டத்தின் வந்தாறுமூலை நீர்முகப்பிள்ளையார் ஆலயத்தில் கி.மு இரண்டாம் நூற்றாண்டைச் சேர்ந்த நாகர்களின் கிணற்றையும், நாகக்கல்லையும் அடையாளம் கண்டிருப்பதாக யாழ் பல்கலைக்கழகத்தின் முன்னாள் துணை வேந்தர் சி பத்மநாதன் பிபிசி தமிழோசையிடம் தெரிவித்தார்.

வந்தாறுமூலை நீர்முகப்பிள்ளையார் ஆலய வளாகத்தில் சிறியதொரு கிணறு காணப்படுகிறது. மூன்றடிக்கு மூன்றடி நீல அகலங்களுடன் சதுரவடிவிலான இந்த கிணறு சுமார் இருபது அடி ஆழம் கொண்டிருப்பதாகவும், இந்த கிணற்றின் உட்சுவர் கருங்கற்களினால் அமைக்கப்பட்டிருப்பதாகவும் பத்மநாதன் தெரிவித்தார்.

இந்த கிணற்றின் கருங்கற்களில் தமிழ் பிராமி எழுத்துக்களில் “மணி நாகன்” என்று எழுதப் பட்டிருப்பதாக தெரிவித்த பத்மநாதன், தமிழ் பிராமி எழுத்துருக்கள் கி மு இரண்டாம் நூற்றாண்டில் இருந்து கிபி இரண்டாம் நூற்றாண்டுவரையில் புழங்கியதால், இந்த கிணறும் அந்த காலகட்டத்தைச் சேர்ந்தது என்று தாம் கருதுவதாகவும் விளக்கினார்.

இலங்கையின் பூர்வீக குடியினரான நாகர்களின் கல்வெட்டுக்களில் காணப்படும் தமிழ் பிராமி எழுத்துருக்கள், நாகர்களும் தமிழரும் ஒன்றே என்கிற தமது கருதுகோளுக்கான மற்றும் ஒரு வலுவான ஆதாரமாக அமைந்திருப்பதாகவும் தெரிவித்தார் பத்மநாதன்.

More than 100,000 persons jobless in Eastern Province

More than 100,000 people of the Eastern Province, of some 600,000 persons categorized as the working class, do nothing for a living, which is one of the biggest stumbling blocks to the development of the area, a senior politician said.

However, Eastern Province Chief Minister Naseer Ahamed praised the timely initiative of the International Finance Corporation (IFC) and National Geographic Society to develop a comprehensive online guide for tourism attractions and services in the Eastern Province, which he strongly believes would give the province the much needed economic boost.

He stressed that they would go all out to take advantage as a new destination which has tremendous resources and opportunities, with the backing of various stakeholders.

"The objective of this initiative is to promote tourism that sustains or enhances the geographical character of a place - its environment, culture, aesthetics, heritage and the well-being of its residents and the involvement of local people. This objective augurs well with the tourism development plans of the Eastern Provincial Council and the government of Sri Lanka, he said.

The Chief Minister said that the goal for the Eastern Province is to triple the percentage of total foreign guest nights by 2016 to 4.8 per cent from the current 1.6 per cent and to double the percentage of total domestic visitor nights by 2016 to 10.4 per cent from the current 5.2 per cent.

Ahamed said in alignment with the national goal of a 150 per cent increase in foreign arrivals to 2.5 million by the year 2016 from one million in 2012, the goal for the Eastern Province is further elevated by 150 per cent.

"The first challenge in building tourism arrivals in the Eastern Province is improving perception. To those who have never been there it is assumed to be unsafe. Years of news about conflict and fighting have left an impression that it would not be a safe place to visit.

"A new perception must be created that will motivate domestic and international travelers to consider the Eastern Province as their destination of choice from among other established competitive destinations already available, he said at the launch of the National Geographic Eastern Sri Lanka GeoTourism MapGuide at East Lagoon in Batticaloa.

He added: "Foreign capital inflows are a basic national need that strengthens and stabilizes the markets and finances. Today, we have identified tourism sector as a potent medium to address the social issues such as unemployment and poverty."

Ahamed praised IFC and the National Geographic Society, who have been working tirelessly for the last 18 months to promote the Eastern Province as a tourism destination.

He thanked the European Union for its support for the District Development Programme (EU-SDDP) and the Royal Government of Norway for recognizing and supporting the project financially.

Graeme Harris, Senior Operations Officer, IFC, Meghna Singh, Programme Manager EU-Sri Lanka, Dr. R. Gnanasekar, Geotourism Council Member and S. Giritharan, Additional Government Agent, Batticaloa were also present on the occasion.

மருத்துவ சேவைக்காக பிரிட்டிஷ் விருது பெற்ற மட்டக்களப்பில் பிறந்த இலங்கைத் தமிழர்

இலங்கை மட்டக்களப்பில் பிறந்து பாப்வா நியூகினியில் மருத்துவராகப் பணியாற்றும் டாக்டர் ஆதித்தன் செல்வநாதனுக்கு பிரிட்டிஷ் அரசு OBE விருது வழங்கி கௌரவித்துள்ளது.

சிறிய நாடான பாப்வா நியூகினியிலுள்ள மக்களுக்கு சிறப்பான மருத்துவ சேவை வழங்கியதற்காகவே இந்த விருது வழங்கப்படுவதாக பாராட்டுப்பத்திரத்தில் தெரிவிக்கப்பட்டுள்ளது.

கடந்த இருபது ஆண்டுகளுக்கும் மேலாக பாப்வா நியூகினியில் மருத்துவராக பணியாற்றி வரும் அவர், விமானங்களில் பறப்பவர்களின் உடல் நிலை குறித்த சிறப்பு மருத்துவப் படிப்பை படித்துள்ளார்.

பாப்வா நியூகினியில் போதிய உயர்தர மருத்துவ வசதிகள் இல்லையென்றும், உடல்நலக் குறைபாடுகள் உள்ளவர் மேலதிக சிகிச்சைகாக ஆஸ்திரேலியாவுக்கோ அல்லது சிங்கப்பூர் போன்ற நாடுகளுக்கோ செல்ல வேண்டிய நிலை உள்ளது எனவும் அவர் கூறுகிறார்.

இலங்கையில் போர் முடிந்து ஆறு ஆண்டுகள் ஆகும் நிலையில், அங்கு இயல்பு வாழ்க்கை திரும்பிவிட்டது என்று தொடர்ச்சியாக அரசுகள் கூறி வரும் வேளையில், சந்தர்பம் கிடைத்தால் பிறந்த நாட்டுக்கும் சென்று பணியாற்ற விருப்பம் உள்ளதாகவும் டாக்டர் ஆதித்தன் செல்வநாதன் தெரிவித்தார்.

ஆஸ்திரேலியாவில் அகதித் தஞ்சம் கோரும் நோக்கில் சட்டவிரோதமாக படகுகளில் செல்பவர்களை நடுக்கடலில் இடைமறித்து இந்தோனேஷியாவுக்கோ அல்லது பாப்வா நியூகினியிலுள்ள சிறப்பு முகாமுக்கோ ஆஸ்திரேலியா அனுப்புவதாக புகார்கள் எழுந்துள்ளன.

அவ்வகையில் மானூஸ் தீவில் தங்க வைக்கப்பட்டுள்ளவர்களுக்குப் போதிய கல்வி மற்றும் மருத்துவ வசதிகள் கிடைப்பதில்லை எனவும் அவர் கூறுகிறார்.

அகதிகளாக வருபவர்கள் அங்கு தங்க வைக்கப்படுவதில் மக்களிடையே மாறுபட்ட கருத்துக்கள் உள்ளன என்றும் அவர் பிபிசி தமிழோசையிடம் தெரிவித்தார்.
